1913 Tarihli İttihat ve Terakkî Fırkası Nizamnâmesi Bağlamında İttihat ve Terakkî’nin Cemiyet-Parti İkilemi Üzerine Bazı Değerlendirmeler

The regulations of the Committee of Union and Progress are important references in terms of Turkish political life and parliamentary tradition. Since the Committee played an active role in the proclamation of the constitutional monarchy, it saw itself as the father and guard of the constitutional monarchy. After the proclamation of the constitutional monarchy, it did not form a government, but preferred the power of control. The Committee gained a great advantage over its opponent, the Ahrar Party in 1908 elections. Continuing its activities as both the Union and the Committee of the Union and Progress has been criticized by its opponents, and the committee-party polemic has been formed. The Committee wanted to hinder the criticism of the committee-party of the opponents by including the name of the Party of Union and Progress other than the Committee of Union and Progress in the program it published in 1913 after the Bâbıâli (Sublime Porte) raid. After taking part in this regulation, the Committee of Union and Progress Regulations and the Union and Progress Chamber of Deputies Group Regulations were published on the same date. Discussing this regulation for the first time in this study makes the study important.

İttihat ve Terakkî Cemiyeti’nin nizamnâmeleri Türk siyasal hayatı ve parlamento geleneğimiz açısından önemli mehazlardandır. Cemiyet, Meşrutiyetin ilanında müessir bir rol oynadığından kendini Meşrutiyetin banisi ve bekçisi olarak görmüştür. Meşrutiyetin ilanından sonra hükümet kurmayıp, denetleme iktidarını tercih etmiştir. Cemiyet 1908 seçimlerinde rakibi Ahrar Fırkası’na karşı büyük üstünlük sağlamıştır. İttihat ve Terakkî’nin hem cemiyet hem de fırka olarak faaliyetlerini sürdürmesi muarızları tarafından tenkide uğrayarak cemiyet-fırka polemiği meydana getirilmiştir. Cemiyet, Bâbıâli baskını sonrasında 1913 yılında yayımladığı programında İttihat ve Terakkî Cemiyeti’nden başka İttihat ve Terakkî Fırkası ismine yer vererek, muhaliflerin cemiyet-fırka tenkidine bir set çekmek istemiştir. Bu nizamnâmede yer almasından sonra aynı tarihte İttihat ve Terakkî Fırkası Nizamnâmesi yayımlanmıştır. Bu nizamnâmenin ilk defa bu çalışmada ele alınması çalışmayı önemli kılmaktadır.
